The International Competition for the Disaster Recovery Plan after the Great East Japan Earthquake

Support for “Wisdom and Dreams”

Submission Requirements

1. Objective
A speedy recovery from severe and serious conditions is essential, but we must also look ahead into the future when proceeding with community design.  The recovery of economic and industrial functions is urgent, but we must not forget to consider children’s growing environment.  The future of each area and town rests upon the shoulders of the children.
The International Competition for the Disaster Recovery Plan after the Great East Japan Earthquake is conceived as the support in wisdom and dreams for the areas that were hit by the disaster.  We will gather ideas for plans and programs from all over the world in which the residents and children of the disaster areas can participate and build together communities where children can grow up to assume the responsibility of the future.
The ideas collected here will be used to build communities mainly by the local residents with the support of the Japan Committee for UNICEFF and pertinent learned societies and associations for a speedy recovery and realization of positive community design.

4. Qualifications
All people hoping to support creating towns in the aftermath of The Great East Japan Earthquake. 
Any nationality, age, and by individual or groups accepted.
Registrations will be made according to the following four age categories.

Category 1 :  Under 12 years old (Kids)
Category 2 :  Under 18 years old (Junior)
Category 3 :  Under 24 years old (Senior)
Category 4 :  Over 25 years old (Adult)

Applicant’s ages are as of April 1, 2011.
If members of a group application belong to more than one category, please register in one at the highest age level.

5. Participation Fee (support fund)
Upon application in category 3 and 4, the following participation fees will be collected.  The fees will be used for the competition operation expenses, and will also be used as a support fund to realize the best proposal.

Category 1 and 2 (Kids and Junior) →  free
Category 3: Under 24 years old (Senior) → More than \3,000 (US$30)
Category 4: Over 25 years old (Adult) → More than \10,000 (US$100)

6. Proposal Contents and Categories
Applicants are free to write anything as long as the proposal is related to ideas concerning the creation of towns where children in disaster areas can grow in good health and spirit.
It can be written from any viewpoint;from a hardware point of view or software point of view. We seek proposals that give hope to the local governments and the people of the disaster stricken areas.

Proposals can be made for two categories (A and B) as below.

Category A: Plans and programs for community design applicable across the regions and/or districts which suffered immense damage from the earthquake.
Category B: Plans and programs for community design to deal with a specific region or district which suffered immense damage from the earthquake.

*Participants may submit more than one proposal, but only a single proposal for area in category B shall be accepted.
*Each proposal in principle should be addressed to a single area, with the possible application of the similar or coordinated approach to other areas.

8. How to Participate

Registration Number will be sent to you, as soon as registered.  In the case you do not receive the registration number in a week due to any communication trouble, please contact us again by mail or FAX.


9. Proposal Contents
Please submit proposal documents according to the following stipulations.

Category 1 (Kids)  :A3 Size (420×294mm) within one page
Category 2 (Junior)  :A3 Size (420×294mm) within one page
Category 3 (Senior)  :A3 Size (420×294mm) within 2 pages,
Category 4 (Adult)   :A3 Size (420×294mm) within 4 pages

Write proposals vertically on the paper.
Please do not write anything that applicants are identified on the front side of the proposal.
Please write the registration number and registration name (or group name) on the lower right hand side on the back of the proposal.
In case of you make proposal in multi pages, please write the page number as follows.
 [No. of page / Total number of pages]
Use either Japanese or English, preferably both, to write the proposal, and use the metric system to indicate scale.
Applicants are free to use any form of expression and/or coloring in their proposals.


10. How to submit
Please send proposals by courier service.
Applicants are responsible in choosing the appropriate method of submission so that the proposal arrives by the submission deadline.
Please write the following words on the outside of Envelop.
    “Proposal for the International Competition of the Great East Japan Earthquake”
Enclose data on CD-ROM or DVD if possible.
Make sure that data is in PDF form or JPEG form.
Proposals in the form of data only will not be accepted.

12. Judgment/Awards
The judge panel will be composed of researchers and specialists belonging to sponsor and supporter organizations, and selected members from residents and children living in the disaster areas.  Each judge will be in charge of one or some more area.  The judges are also eligible to submit proposals, but are limited to areas they are not judging.
At the judging, as a first step, proposals to be added to the proposal selection publication will also be chosen.  But those deemed inappropriate by the judge panel will be excluded.
On the second step, the Gold, Silver, and Bronze awards will be selected.
The participant awarded the Gold prize will be recommended by the sponsor as the master architect or advisor for support the recovery, regardless of the participant’s age.  However, since the level of difficulty of recovery differs from town to town, and since there are a variety of methods to tackle those difficulties, we must make sure that this proposal does not directly mean that local governments always assure the appointment of the winning applicants for advisor.


13. Pubic release of proposal contents and copyrights
A collection of works selected in the preliminary judging is planned for publication.  (late September) The publication will be presented to the local governments for the use of revival city planning.
They will also be publicized on the sponsor website.
An exhibition will be held in connection with the 24th World Congress of Architecture held September 25th through October 1st, 2011.
Though the proposal copyrights shall be owned by the applicants, the proposal idea will be used for revival of the subject town or area without prior approval from the applicant. However, the use of specific proposal contents (literature, graphics, etc.) shall be used only upon indication of the writer’s name.
Furthermore, the sponsor will clarify that the realization of proposals should be made with careful consideration for the copyrights of the proposal writer. 
Please be aware of this upon submission of proposals.  It will be automatically assumed that all applicants comply to this condition upon submission of proposals.

15. Points of caution with regards to participation (Important)
About the proposal competition, please do not contact directly to the local government.
Idea proposals must be practical and realistic for the disaster-stricken people who wish to recover from destruction.
Please understand the issues that the city or area you have chosen to the best of your ability, and investigate what and how the process should be executed, and describe that in the proposal.
It is quite important that community design will be considered upon the shoulders of the children, please make proposal with hearing from children’s opinion.
Participants may execute local research on their own.  We believe that it will be an advantageous your experience, and will contribute to the local economy, so visiting the disaster areas is greatly recommended.
However, please keep in mind that proposals are to help the people of disaster stricken areas rebuild their own towns in the best way possible.
Various associations, specialists, media, construction related people are visiting the disaster areas for research, to provide support and make proposals.  The local authorities and residents of those areas are somewhat troubled by the sheer number of people.
Therefore, please do not forget that the local residents and local governing bodies are priority, and act in a manner as not to cause even more trouble when visiting.
